Vie et Sciences de l'Entreprise 198L’entreprise virtuelle, ensemble d’entreprises indépendantes articulées autour d’un projet collectif, soulève le problème du pilotage des organisations réticulaires. Le Supply Chain Management (SCM), qui vise la coordination opérationnelle et stratégique des systèmes productifs étendus, paraît être particulièrement pertinent pour traiter ce point. Mais, malgré des décennies de pratiques, le SCM est encore loin de ses ambitions théoriques. Reconnaissant ces défaillances du SCM, cet article décrit un nouveau cadre institutionnel dédié à la résolution d'un problème de gouvernance inter-organisationnel. Il est fondé sur l'hypothèse que la coopération inter-firmes au sein de l'entreprise virtuelle ne peut être spontanée, mais que les membres du réseau doivent y être contraints. A cette fin, un système d'incitation doit être fondé sur une information indépendante et objective mesurant l'efficience du réseau, et supporté par la sensibilité du consommateur final à cette information.

Abstract :

The virtual enterprise, taken as a set of firms linked by a collective project, raises the issue of organizational networks governance. Supply Chain Management (SCM), which aims at the operational and strategic coordination of extensive production systems, seems to be a quite relevant approach for addressing this topic. However, in spite of years of practical implementation, SCM is far from achieving its theoretical ambitions. Acknowledging the shortcomings of SCM, this paper describes a new institutional framework designed for the solution of an inter-organizational governance problem. It is based on the new assumption that inter-firm cooperation throughout the virtual enterprise cannot be spontaneous, but needs to be constrained on the network members. To this end, the incentive system needs to be based on an independent and objective information measuring the effectiveness of the network, and supported by the final consumer's sensitivity to this information.
